Assignment 4: Recommendation for Dutch situation

Assignment 4: Recommendation for Dutch situation
Critical consideration in the Netherlands applicable code of professional social worker and the tension that the yield with the international practice.

The international definition of social work : The social work profession promotes social change, problem solving in human relationships and the empowerment and liberation of people to enhance well- being. Utilizing theories of human behavior and social systems, social work intervenes at the point where people interact with their environment. Principles of human rights and social justice are fundamental to social work.

International guidelines for professional conduct social work:
- obligation of expertise
- not cooperate with inhumane purpose
- no accommodate
- no abuse of power
- compassion, empathy, care
- self profession accommodate
- confidentiality
- responsibility
- more work on education
- promote ethical decisions

The Dutch professional code: The function of the work is to support people in solving problems and dealing with disturbances in their function and interact with their social environment. The social worker seeks assistance with his social function of persons or the interaction between people and their environment to improve. The realization of this goal is a joint activity of the social worker and the person.

If I look to the international and Dutch definition of social work then I think there is a focus on systems theory. No attention is paid to look at the individual himself but focuses particularly on the systems of the client. More needs to be looked at the psychodynamic functioning of a person. The social worker will be responsible for representing the possible unconscious side to the functioning of a person and for the possible unconscious side of the malfunction. To  a person and for the ambivalences and contradictions that are present in feelings and needs of the client. It is mainly about raising awareness if the client. What is going on and how does the client solve that. Show that the problem is not solves by the social worker but y the client itself.

 The student from the Netherlands  they should pay more attention to the different norms and values of other cultures. As their get a client such as Africa then you knows how to act into account with his values. I think the social worker should have a broad of knowledge of social cultural formation.
When I look to America and Italy, students are better trained as social workers. After the higher vocational education, you can then go to university for you to specialize. I think that the Netherlands should have this option. As a student you have possibility to go other directions such as psychologist but not a specialist social work. I find that the student should have the choice to specialize in occupational social, medical social work, school social work etc. In the Netherlands, if you finished you training you need to look anywhere but to work as a social worker and with luck you will be adopted. The reason for most rejections is that students of social work is not enough experienced experts.

 If I look at the professional ethics, it is also about the moral choices about how to deal with the profession itself. In terms of profiling the organization and to society. So I propose that from the professional ethics course is that social workers actively contribute to a good image of the profession. Profiling the profession is actually an alert task is to show that there are people in our society that temporary helping hand social need, that they own are. It is also important that the image of the work is correct.

My critique goes mainly to the training of social workers. It is not so much aimed at the professional code but I think more attention should be paid to the specialization for social workers.

Allesandro is an social worker from Italy who I had an interview with.
He is not a social worker at academic level as well he is not a researcher. He is working at a public sector. Alessandro and I had an discussion about the differences in our countries. .

Currently, for those who concern the social work formation, in Italy there is a first level degree (bachelor?, triennal) and a second level degree (postgraduate, recently defined as "magisterial", biennal). Those who possess a first level degree in social work “or other similar degrees, can enroll in postgraduate courses in social work." In 2006 38 Universities offered the first level degree and 34 universities offered the second level; only two faculties allowed "the prosecution of studies through research doctorates in social work" .For those who concern the social work profession, only a graduate in social work that take the state exam and, consequently, enroll in the INASW (Italian National Association of Social Worker), can practice the profession of social worker and can carry out professional activities in public and private facilities that provide services to individuals, in social and human services and organizations of the third sector. Depending from the graduation level, exist two kind of access to the INASW:

• by the “A” section of the register of social workers, taking the related state exam for those who gained the second level degree;
• by the “B” section of the register of social workers, taking the related state exam for those who gaine the First level degree .

The social worker in Italy isn’t the only social profession; as well as social worker we know: the professional educator (educatore professionale), the social sanitary worker (operatore socio sanitario), and the family care (assistente familiare). They all, works together, depending from the individual support plan on behalf of the client. The social worker, generally, is the “director” of other social profession.

First level degree social workers, are currently employed in a quite large variety of fields: from the public sector (social services of municipalities, public health services, services for jailed people, ...) Ito the private sector (for example motor company as FIAT group) or third sector (as cooperatives, Foundations, religious institutes,).In Italy, employment could follow the way of the public exam or the private evaluation,

Depending from the sector of employment. So, pass the state exam and have been registered in a professional register is the key to become a professional SW. Remain the possibility to have been registered in the “A” or “B” section of the register, depending from the degree level of each SW. Synthetically, the difference between those social workers admitted to the “A” or “B” section is that the first one “operate in facilities for human services with roles that imply a high level of responsibility and autonomy". In practice, the second level degree course and the related admission to the “A” register of social workers, may give the opportunity to accede at management/coordination role in social service.

In Holland we have both exams in order to get one degree. Social work in Italy seems to be defined in two ways: or full theoretic studies or full practical studies why can’t they have both? Holland workers should stand up for the social work; we also have to show the community that we also have a very important task to do.
Acknowledge for the profession is very important in the field. The advantage that we Dutch people have is that we do not have to take an exam twice in order to have both (theory and practical information) In Holland we get both in all our years of high school study. Also we can get to work with all the instruments we are given to at the time of our study.

The normative aspect that plays in Italy is An elementary distinction could be based on the fact that in Italy the first provide services for social problems (frail people and families) and the second provide care for illness are already realized. Problems for the profession.
• perceptions of professional identity;
• development of knowledge, theoretical assumptions and research;
The similarities that exist between those countries is, that the social disciplines works together. The varieties of social work in Italy. All the workers with an social prefession works together in Italy, depending from the individual support plan on behalf of the client. In Holland we also work together with different disciplines on behalf of the client.

International perspective

For the training Social Worker I’m following a course in International perspective in the netherlands with questions around the profiling from the Social Worker.

I am looking for Social Workers from different countries. I am curious how it defines the profession of Social Worker and the task arising there from.

I want to make a comparison with the profiles in the Netherlands and the positive and negative aspect appoints Netherlands.

I am looking for a minimum of five typical tasks that social workers perform their look. I would like to pay attention to the personal, technical and normative aspect.
